Dealing with Bad Weather

Sometimes luck isn't on your side and you have to deal with these things. Even if you're wedding is indoors, some vendors may not be too eager to carry onward. If it comes down to it, talk to them and see about re-scheduling the event. Some may be flexible given the situation. If it's real close to crunch time then be prepared to have a designated phone ready that anyone can call and get an update via the voice mail message. This will save you lots of unneeded phone calls.
As soon as you absolutely know it has to be re-scheduled, notify everyone one that needs to know, vendors, the officiant, etc.,. Don't let there be any confusion as to what the plan is! As an alternative, if necessary you can consider just getting married by a court at a later point and carrying on with the reception anyway, if possible. This way everyone has a good time, and it can take the edge off the nervousness everyone feels in the ceremony, as long as everyone is all right with skipping the traditional aspect of it.
